KAMBARA LOGISTICS build Structure for Certification of "Certified Customs Brokers" and "Certified Warehouse Operators " under AEO Program
KAMBARA LOGISTICS Co., Ltd. (head office: 1083 Tsuneishi, Numakuma-cho, Fukuyama City, Hiroshima Prefecture, President: Yuji Miyazaki), aiming to improve service quality by shortening lead time for international logistics while beefing up security, has begun to develop a company structure for certification of "certified customs brokers" and "certified warehouse operators" under the AEO (Authorized Economic Operator)program.

The AEO programseeks to accomplish both smooth international logistics and assured cargo security as a system that provides benefits such as relaxation and streamlining of customs procedures for operatorswho have developed a structure for cargo security management and legal compliance. Upon recommendation by the WCO (World Customs Organization), inspections and certification are implemented by the Japan Customs Agency. Currently, under the Ministry of Finance Customs and Tariff Bureau's "liberalization of import/export declaration offices" system which is part of the legal reforms slated for 2017, AEO certified operatorsare being authorized to file customs reports for import/export declarations for customs clearance to specially designated non-warehouse offices*. To receive certification, these operatorsare required to establish rules such as logistics procedural manuals, and to build suitably safe cargo warehouses and security systems.
Anticipating the rollout of this liberalization of import/export declaration offices, KAMBARA LOGISTICS is seeking certification under the AEOprogram. In December 2014, it established a General Management Division, Business Division, and Legal Audit Division as three independent structures in order to enhance legal compliance and appropriate enforcement of customs clearance services. For the future, the company is working to develop and introduce procedural manuals for these separate divisions that will respectively handle oversight, implementation of services, and internal audits. With certification under the AEO program, it will be possible to make import and export declarations for customs clearance of cargo at every port in Japan, regardless of the business district or cargo warehouse, which is expected to help further expand cargo volume while improving the quality of services. Going forward, there will be an audit by the competent authorities at Kobe Customs, in hopes of making KAMBARA LOGISTICS the first company in the Bingo District to be certified under the AEO program.
- The customs authority that receives declarations, such as customs for a district containing business sites or sales sites, can be freely selected for all districts, not just those with ports for cargo import and export.
